मनोहरलाल के बजट कोई नया टैक्स नहीं, राहतों व तोहफों की झड़ी , सुषमा स्वराज पुरस्कार का ऐलान
चंडीगढ़, जेएनएन। Haryana Budget 2022 Live : हरियाणा के मुख्यमंत्री मनोहर लाल वित्तमंत्री के तौर पर राज्य विधानसभा पेश कर रहे हैं। बजअ में राहतों और ताेहफों की भरमार है। इसमें कोई नया टैक्स नहीं लगाया है। वह प्रदेश की भाजपा-जजपा गठबंधन सरकार का तीसरा आम बजट पेश कर रहे हैं। मुख्यमंत्री ने कोरोना काल की चर्चा करते हुए कहा कि हमने कोरोना की तीनों लहर के दौरान अच्छा काम किया और इससे उबरें हैं। हमने पिछले बजट के बाद कई कार्य किए और कई उपाय किए। उन्होंंने महिला दिवस के मद्देनजर कई घोषणाएं की। उन्होंने राज्यस्तरीय सुषमा स्वराज पुरस्कार की घोषणा की। इसके तहत प्रशस्ति पत्र और पांच लाख रुपये दिए जाएंंगे। उन्होंने महिला उद्यमियों के लिए भी पुरस्कार की घोषणा की।
लघु उद्यमिता समर्थन निधि योजना शुुरू होगी
मनोहर लाल ने कहा कि लघु उद्यमिता समर्थन निधि योजना शुरू करने का प्रस्ताव है। वित्तीय संस्थानों के लिए अधिकतर तीन लाख रुपये के ऋण पर पांच प्रतिशत की दर से ब्याज सहायता दी जाएगी।
सड़क व परिवहन क्षेत्र
उन्होंने कहा कि राज्य मेंं इस साल 300 किलोमीटर लंबी नई सड़कें बनेंगी और छह हजार किलोमीटर सड़कों का सुधारीकरण होगा। 22 अतिरिक्त आरओबी वीयूपी का कार्य शुरू करने का प्रस्ताव भी है। अंबाला व भिवानी शहरों के लिए रिंग रोड तथा हिसार, करनाल, कुरुक्षेत्र और जींद शहरों के लिए बाईपास की योजनाओं को पंख लगेंगे।
सिंचाई के लिए घोषणाएं
मनोहर लाल ने कहा कि पांच हजार रिचार्ज बोरवेल के निर्माण का लक्ष्य है। सरकार सिंचाई के लिए मानसून के पानी का उपयोग करने का एक नया विजन लेकर आई है। एक हजार पुलियों का निर्माण अगले चीन साल में करेंगे। शिवालिक और अरावली की पहाड़ियों में चैक डैम बनाने की योजना है। गुरुग्राम व झज्जर जिलों में सिंचाई उद्देश्यों के लिए उपचारित अपशिष्ट जल उपलब्ध कराने को गुरुग्राम के धनवापुर एसटीपी से चैनल क्षमता को बढ़ाया जाएगा। नूंह और गुरुग्राम जिलों के लिए 200 क्सूसिक क्षमता की मेवात फीडर नहर का निर्माण होगा।गुरुग्राम जलापूर्ति चैनल की वर्तमान 175 क्यूसिक की क्षमता को बढ़ाकर 475 क्यूसिक करने के लिए इसकी रीमाडलिंग शुरू होगी।
बिजली क्षेत्र, हर गांव में 24 घंटे बिजली देंगे
मनोहर ने कहा कि राज्य में इस साल तक हर गांव में 24 घंटे बिजली आपूर्ति की जाएगी। सभी लंबित आवेदनों के कनेक्शन जारी होंगे। औद्योगिक क्षेत्रों में बिजली के बुनियादी ढांचे में सुधार के लिए एक हजार करोड़ रुपये खर्च होंगे। जैव ऊर्जा संयंत्रों की स्थापना के लिए एक मैचिंग ग्रांट स्कीम शुरू होगी।
महिलाओं के लिए कई घोषणाएं
उन्होंने महिलाओं के उत्थान के कार्यों के लिए सुषमा स्वराज पुरस्कार की घोषणा की। इसके साथ ही हरियाणा मातृशक्ति उद्यमिता योजना शुरू होगी। ऐसी महिलाएं जिनकी आय पांच लाख रुपये से कम हैं, लेकिन वह उद्यमिताके क्षेत्र में काम करना चाहती हैं, उन्हें सात प्रतिशत की दर से तीन लाख रुपये तक का कर्ज दिया जाएगा।उन्होंने कहा कि फरीदाबाद, गुरुग्राम व पंचकूला में कामकाजी महिलाओं के लिए हास्टल बनेंगे। भिवानी के कुडल व छापर व सोनीपत के गन्नौर में तीन नए सरकारी महिला कालेज खुलेंगे। इस साल 10 हजार नए स्वत: सहायता समूह खुलेंगे।
खेल क्षेत्र के लिए भी कई ऐलान
उन्होंने कहा कि करनाल, हिसार, रोहतक और गुरुग्राम में स्पोर्ट्स इंजरी रिहेबिलिटेशन केंद्र खुलेंगे। पंचकूला में हरियाणा राज्य खेल संस्थान स्थापित करने की योजना है। एशियाई और राष्टमंडल खेलों में भाग लेने वाले पात्र खिलाड़ियों को कुल पुरस्कार राशि का एक तिहाई एडवांस मिलेगा, जिससे वे तैयारी कर सकेंगे। राज्य में नई 1100 खेल नर्सरियां खुलेंगी। 500 नर्सरी सरकार चलाएगी और 600 पीपीपी मोड पर चलेंगी। इससे 25 हजार युवाओं को लाभ मिलेगा। 10 डे बार्डिंग और आठ आवासीय अकादमियां शुरू करने की योजना है।
उद्योगों को कई राहतें
उन्होंने कहा कि औद्योगिक माडल टाउनशिप मेंबुनियादी ढांचे में सुधार के लिए एचएसआइआइडीसी दवारा एक हजार करोड़ रुपये की राशि अलग से रखी जाएगी। सोहना में एक इलेक्ट्रानिक विनिर्माण कलस्टर की स्थापना होगी, जिस पर 662 करोड़ रुपये खर्च होंगे। दो साल की अवधि के लिए एमएसएमई क्षेत्र के उद्योगों से प्राकृतिक गैस पर एकत्र वैट पर 50 प्रतिशत प्रतिपूर्ति मिलेगी। एनसीआर में स्थित एमएसएमई क्षेत्र के उद्योगों को सहायता प्रदान करने के लिए बायलरों को कोयले या डीजल से स्वच्छ ईंजन में बदलने के लिए पूंजीगत व्यय के 30 प्रितशत की सीमा को अधिकतर 15 लाख रुपये तक ले जाया जाएगा । पानीपत में एचएसआइआइडीसी पानीपत में कपड़ा उद्योग के लिए सांझा बुनियादी ढांचे के रूप में भाग बुनियादी ढांचे को बढ़ावा देगी। औद्योगिक निर्यात के लिए माल ढुलाई सब्सिडी योजना शुरू होगी। फैक्टरियों में अग्नि सुरक्षा निरीक्षण तीन साल में एक बार ही होगा।
हिसार में एकीकृत विमानन हब विकसित होगा
हिसार में एक एकीकृत विमानन हब विकसित करने का प्रस्ताव है। हिसार में 7200 एकड से अधिक भूमि को अमृतसर कोलकाता इंडस्टरियल कारिोर योजना के एक भाग के रूप में एकीकृत विनिर्माण कलस्टर के रूप में विकसित किया जाएगा। यह कार्य नेशनल इंडस्टरियल कारिडोर डेवलपमेंट कारपोरेशन के सहयोग से किया जाएगा। राज्य में लघु पुनरुत्थान योजना कोष की स्थापना होगी।
मातृ वंदना योजना में दूसरा बच्चा होने पर ही पांच हजार रुपये की सहायता
मुख्यमंत्री मनोहरलाल ने कहा कि प्रधानमंत्री मातृ वंदना योजना में दूसरा बच्चा होने पर भी पांच हजार रुपये की राशि मिलेगी। श्री विश्वकर्मा कौशल विश्वविद्यालय गुरु-शिष्य कौशल प्रशिक्षण तंक्ष की स्थापना करेगा। प्रमाणित शिल्पकारों को गुरु के रूप में नामित किया जाएगा। हरियाणा में 200 नए रोजगार मेले लगेंगे। अगले दो साल में एक लाख युवाओं को प्रशिक्षण व प्लेसमेंट दिया जाएगा। जींद में छह नई औद्योगिक स्वच्छता प्रयोगशालाएं स्थापित होंगी।
उन्हाेंनेेकहा कि हिसार, रोहतक, सोनीपत, अंबाला, करनाल और पंचकूला में छह नए 100 बिस्तरों वाले ्स्पताल तथा करनाल, रोहतक, झाड़ली, गन्नौर, मुलाना, घरौंडा, फर्रुखनगर, कोसली, साहा, छछरौली, पटौदी, भूना, चरखी दादरी व उकलाना मंडी में 14 नए ईएसआई औषधालय बनेंगे। बाल मजदूरी व प्रवासी पुनर्वास के मुद्देको बल करने के लिए गुरुग्राम और फरीदाबाद में बाल श्रम पुरन्वास केंद्र तथा प्रवासी बच्चोंके लिए गुरुग्राम, मानेसर, फरीदाबाद और पानीपत में चार नए स्कूल खुलेंगे।
एचआइवी पीडि़त को 2250 प्रति माह सहायता, राज्य में इस साल 20 हजार नए मकान बनेंगे
उन्होंने कहा कि सरकार अंबाला में मानसिक रूप से दिव्यांग व्यक्तियों के लिए एक आजीवन देखभाल गृह की स्थापना करेगी। एचआइवी पीड़ित 21 हजार लोगों को 2250 रुपये प्रति माह वित्तीय सहायता मिलेगी। इस साल सरकार 20 हजार नए मकानों का निर्माण करेगी। परिवार पहचान पत्रों में जो व्यक्ति गरीब हैं और उनके पास मकान नहीं है, उन्हें सरकार मकान देगी। चार लाख परिवारों को नए राशनकार्ड मिलेंगे
पर्यावरणविद दर्शनलाल जैन के नाम पर विशेष पुरस्कार
उन्होंने कहा कि हरियाणा में 100 वायु गुणवत्ता निगरानी केंद्र बनेंगे। प्रख्यात पर्यावरणविद दर्शन लाल जैन के नाम पर तीन लाख और एक लाख रुपये का पुरस्कार शुरू होगा। हरियाणा में 10 हाइटेक नर्सरियां बनेंगी। ईको-टूरिज्म पालिसी तैयार होगी। वृक्ष गणना और जिटोटैग शुरू होगा। कालका से कलेसर तक डेढ़ सौ किलोमीटर लंबी नेचर टरेल स्थापित होगी।
कृषि क्षेत्र के लिए कई ऐलान
मनोहरलाल ने कहा कि 30 नवंबर 2022 तक फसली ऋण या अन्य लघु या मध्यम अवधि के ऋण की मूल राशि का भुगतान करने पर ब्याज की पूरी राशि माफ किया जाएगा। पर्यावरण संरक्षण के तहत हाट स्पाट की पहचान कर उन्हें ग्रीन स्पाट में बदला जाएगा।
उन्होंने कहा कि प्रगतिशील किसानों के सहयोग से प्रगतिशील किसान कृषि दर्शन योजना शुरू होगी।किसानों के टूर और प्रशिक्षण का खर्च हरियाणा सरकार देगी। एक लाख अंत्योदय परिवारों को पशुपालन के लिए प्रेरित किया जाएगा। उन्होंने कहा कि हरियाणा सरकार ने प्राकृतिक खेती को बढ़ावा दिया। प्राकृतिक व जैविक खेती को बढ़ावा देने के लिए तीन साल का उत्पादन आधारित प्रोत्साहन कार्यक्रम 100 कलस्टर्स में प्रति कलस्टर की कम से कम 25 एकड भूमि पर शुरू किया जाएगा। बाजरे की कटाई के उपरांत ब्रांडिंग व उचित प्रबंधन के लिए 50 करोड़ रुपये का प्रविधान किया गया है। बाजरा व मोटे अनाज के अनुसंधान के लिए भिवानी में क्षेत्रीय अनुसंधान केंद्र खुलेगा।जल संरक्षण को बढ़ावा देने के लिए फतेहाबाद व सिरसा में सूक्ष्म सिंचाई को प्रोत्साहन देंगे। हरियाणा में 25 लाख मृदा नमूने लेकर किसानों को जमीन की उर्वरा शक्ति बढ़ाने को कहा जाएगा।
मक्की की खरीद के लिए एमएसपी की घोषणा होगी
उन्होंने कहा कि मक्की की खरीद के लिए न्यूनतम समर्थन मूल्य दिया जाएगा। कृषि विपणन बोर्ड द्वारा बनाई जाने वाली गांवों की सड़कों के लिए 200 करोड़ रुपये का अनुदान मिलेगा। हरियाणा में बागवानी के लिए 100 पैक हाउस बनेंगे। 22 हजार एकड़ क्षेत्र को धान से हटाकर बागवानी की तरफ लाया जाएगा। एफपीओ के पंजीकरण की प्रक्रिया को सरल किया जाएगा। इस साल सौ नए एफपीओ बनेंगे। एफपीओ में किसानों की हिस्सेदारी समान रूप से होगी।
उन्होंने कहा कि सार्वजनिक बुनियादी ढांचा और सुविधाएं प्रदान करने के लिए 2,000 करोड़ रुपये की राशि का प्रविधान किया गया है। राजकोषीय अपव्यय से बचने के लिए तीन समर्पित कोष स्थापित होंगे। स्टार्ट-अप की सहायता के लिए ‘उद्यम पूंजी कोष’, हरित विकास उद्देश्यों के लिए ‘जलवायु एवं सतत विकास कोष’, वैज्ञानिक गतिविधि और छात्रवृत्ति को बढ़ावा देने के लिए’अनुसंधान एवं नवाचार कोष’ स्थापित होंगे।
उन्होंने कहा कि सरकारी संस्थाओं को पोर्टफोलियो प्रबंधन और कम लागत वाली कार्यशील पूंजी आवश्यकताओं के लिए एक गैर-बैंकिंग वित्त कंपनी के रूप में हरियाणा फाइनेंशियल सर्विसेज लिमिटेड’ की स्थापना की जाएगी। यह बजट आर्थिक विकास और मानव विकास को बढ़ाने, ईज ऑफ लीविंग, गरीबों व वंचित समूहों के उत्थान और नई प्रौद्योगिकी को अपनाकर उत्पादकता बढ़ाने के साथ ही रोजगार व उद्यमिता को प्रोत्साहन देने के लिए ‘वज्र मॉडल’ प्रस्तुत करता है।
पांच विकासात्मक शक्तियां
उन्होंने कहा कि इसमें पांच विकासात्मक शक्तियों की परिकल्पना की गई। बजट की 5 शक्तियां हैं-
• अंत्योदय-गरीब से गरीब व्यक्ति का उत्थान
• समर्थ हरियाणा-सूचना प्रौद्योगिकी का उपयोग कर
संरचनात्मक और संस्थागत सुधार
• सतत विकास-सस्टेनेबल डेवेलपमेंट
. संतुलित पर्यावरण-पर्यावरणीय स्थिरता,
• सहभागिता-सार्वजनिक व निजी भागीदारी (जीसीपी)।
मनोहरलाल ने कहा कि एक लाख रुपये से कम आय वाले 1.5 लाख लोगों की आय बढ़ाने के लिए हमने काम किया। अंत्योदय उत्थान मेलों के आयोजन का दूसरा चरण शुरू हो चुका है, हर गरीब व्यक्ति की आय बढ़ने तक यह मेले लगते रहेंगे। अंत्योदय मेलों में उत्थान ऋण दिया गया। इससे लाभार्थियों को स्थायी रोजगार प्रदान होने तक योजना जारी रहेगी। आखिरी लाभार्थी की आय में वृदि्ध होने तक जारी रहेगी। सतत विकास लक्ष्यों को हासिल करने में हरियाणा गतिशील राज्य है। हम निजी क्षेत्र के साथ भी भागीदारी करेंगे। परिवार पहचान पत्र के बाद अंत्योदय परिवारों को राशन लेने या किसी भी सेवा के लिए कार्यालयों में नहीं जाना पड़ेगा। सरकार खुद उन तक पहुंचेगी।
उन्होंने कहा कि भिवानी में इंटीग्रेटे़ड एकवा पार्क सेंटर आफ एक्सीलेंस की स्थापना होगी। गुरुग्राम में पीपीपी मोड पर जलीय पौधों, मछलियों व जंतुओं का एक्वेरियम स्थापित करने का प्रस्ताव है। गुड़ का उपयोग बढ़ावा देने को हैफेड राज्य में इकाइयां स्थापित करने में सहयोग करेगी। हरहित के तहत राज्य में दो हजार नए हरहित स्टोर खुलेंगे। जींद और सिरसा में दो दुग्ध संयंत्रों के नवीनीकरण की योजना है।
शिक्षा क्षेत्र
मनोहरलाल ने कहा कि 2022 तक नई राष्टीय शिक्षा नीति होगी। इसके लिए सभी कालेजों में कम से कम 10 स्मार्ट क्लाररूम होंगे। लड़कियों के लिए सुरक्षित एवं सुलभ परिवहन पहल के लिए साथी योजना शुरू होगी और यह अप्रैल से शुरू होगी।स्कूलों में पढ़ने वाले 25 लाख बच्चों की साल में दो बार स्वास्थ्य जांच होगी। हरियाणा में 500 संस्कृति माडल स्कूल खुलेंगे। 50 एसटीईएम लैब की स्थापना होगी। आठवीं से 12वीं तक के बच्चों के लिए ओलंपियाड शुरू होंगे। भौतिकी व गणित में उच्च स्थान हासिल करने वाले बच्चों को नासा व इसरो की सैर कराई जाएगी। 10वीं से 12वीं तक के बच्चों को टैब मिलेंगे।सरकारी स्कूलों में आडियो-विजुअल कक्षाओं की शुरुआत होगी।
चिकित्सा व स्वास्थ्य क्षेत्र के लिए कई घोषणाएं
उन्होंने कहा कि शोघ को बढ़ावा देने के लिए इंस्टीट्यूट आफ एमर्जिंग टेक्नोलाजी स्थापित होगी। प्राथमिक स्वास्थ्य केंद्रों को वेलनेस सेंटर के रूप में विकसित किया जाएगा। आयुष. पोषण व भोजन से संबंधित सभी सुविधाएं एक वेलनेस सेंटर की छत के नीचे होगी। सभी उप मंडलीय अस्पतालों में समुचित आक्सीजन की व्यवस्था रहेगी। हर वर्ग के 1.80 लाख रुपये से कम आय वालों को आयुष्मान योजना का लाभ मिलेगा। डाक्टरों का विशेषज्ञ कैडर बनेगा। ऐसे डाक्टर केवल क्लीनिकल ड्यूटी करेंगे। राजकीय चिकित्सा महाविद्यालयों के स्नातकोत्तर चिकित्सा पाठ्यक्रमों में 40 प्रतिशत सीटें सरकारी सेवा के डाक्टरों के लिए आरक्षित करने का निर्णय किया गया है।
उन्होंने कहा कि नागरिक अस्पतालों में ईलाज के लिए वरिष्ठ नागरिकों को प्राथमिकता मिलेगी। अस्पतालों व मेडिकल कालेजों में रेस्तरां सुविधाएं मिलेंगी। जो डाक्टर नगर पालिकाओं वाले छोटे शहरों और महाग्रामों में अपने नए अस्पताल नर्सिंग होम या क्लीनिक स्थापित करना चाहते हैं, उन्हें वित्तीय संस्थानों से लिए जाने वाले ऋण पर ब्याज की राशि का भुगतान सरकार तीन साल तक करेगी। रक्त संग्रह के लिए ब़े स्तर पर मोबाइल इकाइयां शुरू होंगी। टीबी का पता लगाने के लिए हर खंड में मालिक्यूलर टेस्टिंग की सुविधा देंगे।
राेहतक पीजीआइ में किडनी प्रत्यारोपण सुविधा
उन्होंंने कहाकि रोहतक पीजीआइ में किडनी प्रत्यारोपण की सुविधा शुरू की जाएगी। महेंद्रगढ़, भिवानी, जींद और गुरुग्राम जिलों में नए मेडिकल कालेज और शहीद हसन खान मेवाती राजकीय मेडिकल कालेज नूंह में एक डेंटल कालेज की स्थापना होगी। इन पर 2600 करोड़ खर्च होंगे। कैथल, सिरसा और यमुनानगर जिलों में नए मेडिकल कालेज खुलेंगे। फरीदाबाद जिले में अटल बिहारी वाजपेयी राजकीय मेडिकल कालेज इस साल संचालित होगा। करनाल के कल्पना चावला राजकीय मेडिकल कालेज की क्षमता का विस्तार होगा। पलवल, चरखी दादरी, पंचकूला और फतेहाबाद में जल्द ही मेडिकल कालेज खुलेंगे। इन चारों जिलों में कोई मेडिकल कालेज नहीं है।
साल 2025 तक मेडिकल कालेजों में स्नातक की सीटों की संख्या 700 से बढ़कर 3035 होगी। फरीदाबाद, रेवाड़ी, कैथल, कुरुक्षेत्र और पंचकूला जिलों में नर्सिंग कालेज स्थापित होंगे।
मनोहरलाल ने कहा कि यह बजट आने वाले 25 सालों में विकास की दिशा निश्चित करेगा। यह बजट हरियाणा के विकास के वज्र माडल को पेश करता है। पांच विकासात्मक शक्तियों की परिकल्पना है। समर्थ हरियाणा, संस्थागत सुधार हमारा लक्ष्य है। बजट अनुमान 2020-21 के दौरान जीएसडीपी के प्रतिशत के रूप में राजस्व घाटा 2.10 प्रतिशत अनुमानित रहा जबकि संशोधित अनुमान 2021-22 में ये 1.40 प्रतिशत अनुमानित है।
उन्होंने कहा कि बजट अनुमान 2022-23 में ये जीएसडीपी के 0.98 प्रतिशत तक और कम होने का अनुमान है। संशोधित अनुमान 2021-22 में ऋण और जीएसडीपी का अनुपात 24.98 फीसदी, जबकि 15 वित्त आयोग द्वारा निर्धारित सीमा का 32.61 फ़ीसदी बजट अनुमान 2022-23 के लिए यह जीएसडीपी का 24.51 फीसदी, जबकि 15 वें वित्त आयोग ने इसकी सीमा जीएसडीपी के 33.33 फीसदी तय की। पूंजीगत व्यय का आर्थिक विकास पर सीधा प्रभाव होता है। हम कुल व्यय में पूंजीगत व्यय के अनुपात को बढ़ाने के लिए प्रतिबद्ध है। हम वर्ष 2020-21 में 37,093.83 करोड़ रुपये के पूंजीगत व्यय की तुलना में, संशोधित अनुमान 2021-22 में इसे बढ़ाकर 48,265.49 करोड़ रुपये करने में सक्षम हैं।
उन्हाेंने कहा कि हमने पोस्ट कोविड अर्थव्यवस्था को गति देने के लिए उपाय किए। देश की अर्थव्यवस्था में हरियाणा का योगदान 3.4 प्रतिशत है और इसे 4 फीसदी करके प्रधानमंत्री नरेन्द्र मोदी के 5 ट्रिलियन की अर्थव्यवस्था के लक्ष्य को प्राप्त करने में बड़ा योगदान करेंगे। इस लक्ष्य की प्राप्ति के लिए तीन प्रमुख उद्देश्य- अंत्योदय की भावना से सबसे गरीब व्यक्ति का कल्याण, प्रभावी आय पुनःवितरण नीतियों के साथ उत्पादकता में वृद्धि और रोजगार व उद्यमिता सृजन रखे हैं।

उन्हाेंने राज्य में शुरू की गई परियोजनाओं का चर्चा की। उन्होंने कहा कि बजट तैयार करने से पहले हमने सांसदों, विधायकाें और विभिन्न क्षेत्र के विशेषज्ञों व प्रमुख लोगों से चर्चा की। हमने बजट बनाने में हर वर्ग के सुझाव लिए। साल 2022 -23 के लिए मुख्यमंत्री ने 177255 .99 करोड रुपए का बजट पेश किया। जो कि संशोधित अनुमान एक लाख 53 हजार करोड़ के15.6 प्रतिशत बढ़ोतरी है।
उन्होंने कहा कि हरियाणा सरकार ने पूंजीगत खर्च बढ़ाया और राजस्व खर्च कम किया। इस बार पूंजीगत खर्च 34.4 प्रतिशत होगा, जो कि पिछले सालों में मात्र 25 प्रतिशत होता था। बाजार की उधारी कम रही है। हमने मजबूत वित्तीय प्रबंधन किया है। राजस्व घाटा इस बार 1.4 प्रतिशत है, जो कि .98 प्रतिशत तक कम होने का अनुमान है।
